Sam was born August 20, 1913 in Sulphur, Oklahoma, to Warren and Farrie (King) Howard. His family homesteaded in Jackson County near the Navajoe Community in 1884. He attended school at Navajoe and Friendship and later attended Oklahoma A&M College in Stillwater where he met and married Harriette Marie Childress May 18, 1941.
Sam farmed and ranched on the original family homestead up to the time of his death. He served on several boards and committees, including the Historical Society, Navajoe Cemetery Association, the Friendship Methodist Church, and was a county committee member of the ASCS. He was the President of the local Farm Bureau for many years where he worked hard to build its standing in the community to what it is today. He also served on several committees at the state level for the Farm Bureau. Sam and Harriette were very committed to the Friendship Methodist Church until it disbanded. While at the Friendship Methodist Church, he served as District Lay Leader. He moved his membership to the First United Methodist Church in Altus in the mid 1980's. Sam was the last person living who attended the original Navajoe School and was instrumental in the formation of the current Navajo School. There has been at all times at least one of his family members who has attended or taught at the original Navajoe School through the Friendship School to the current Navajo school. One of Sam's favorite things to do waqs to sit on his backporch with his two dogs that he lovingly referred to as "the boys."
Preceded in death by his parents, Warren and Farrie =Howard, his wife, Harriette, who passed away May 10, 1965, and two brothers, K.C. Howard and Wash S. Howard, Sam is survived by four children, Helen Marie Holcombe of Altus, Robert Sam "Bob" Howard and wife Renee of Navajoe; Paul Warren Howard and wife Marsha of Altus.
