Franklin was born in Kingston, New York on April 16, 1931 to his parents Frank and Florence (Wadge) Miller. At the age of 8 years old he met the love of his life in elementary school. On March 29, 1953 Frank married Betty (Mowle) Miller in Bloomington, New York. He graduated from Kingston High School in 1948. In 1951, Franklin enlisted in the United States Navy. During his time in the Navy he was stationed in California and Korea. Upon his discharge from the Navy he enlisted in the United States Air Force Franklin worked as an Air Traffic controller in the United States Air Force. He served many deployments across the world setting up Air Traffic Controller towers for remote airports. In 1965, Frank and his family were stationed in Turkey before moving to Altus, Oklahoma. He retired from the Air Force on August 1, 1971 as a Senior Master Sergeant. Upon Frank’s retirement he and his family started raising paint horses on their twenty aces of property East of Blair. He was a Life member in the Veterans of Foreign Wars and was even the Post Commander from 1974 to 1976.
